The primary role for each of our executives and managers is to ensure our clients’ projects are delivered safely, on-time, and on-budget.  The E&E Construction Team has highly skilled professionals who bring a diverse range of expertise to the table.  They are often called upon by our clients for their valuable input relating to designs and constructability in the early stages of the project cycle.

Our team is here to provide the highest level of service, to be accessible at all times, and to help your project achieve the best possible results. 

Devon Hass

CEO

As E&E’s founding owner, Devon Hass has more than 30 years of construction experience – with nearly all those years invested working specifically in the environmental remediation and construction industries. Devon possesses in-depth experience across many related fields, including working with the installation and repair of treatment systems, electrical installation, piping, boring, trenching, and concrete work. Devon has delivered an abundance of projects in a Project Management role, using his extensive application area knowledge to ensure risks are mitigated, value engineering is realized, and the project goals and objectives are met. Devon provides ongoing technical guidance and support to the E&E teams and customers alike. Devon is often retained by consulting companies to provide input and oversight on projects from a constructability perspective.

James Harding

COO

James Harding has been building successful businesses since the 1980’s. Prior to becoming an owner at E&E, James previously thrived in the technology, hospitality, and entertainment industries, and often deploys many of the colorful means and methods from those sectors in his current role. Here at E&E, in addition to his role as COO, James guides the corporation’s ongoing business development efforts along with its proactive expansion of deliverables and geographical footprint. James makes it a point to maintain close relationships with every client, working together to gain an acute understanding of their custom needs thereby helping to ensure all projects are presented and ultimately delivered to exceed the client’s expectations. This has resulted in E&E’s impressive level of repeat business.

Tino Magdaleno

Director of Operations

Tino Magdaleno has over 30 years in key roles within the environmental remediation and general construction industries and is responsible for running operations throughout E&E. Tino’s extensive technical expertise includes: soil and groundwater remediation; treatment systems installation; decontamination, decommissioning & demolition; heavy earthwork; site preparation and civil construction. To further supplement Tino’s acute understanding and effectiveness in his role here at E&E, he also brings to the table hands-on experience with Project Management, Site Superintendence and Costs Estimation. Tino’s ability to facilitate seamless processes, communications and project execution throughout the company, while ultimately ensuring paramount safety practices and client satisfaction, makes him a firm favorite with colleagues and customers alike.

Tony Colera

Sr. Project Manager

Tony has managed a multitude of construction, remediation, operation and maintenance projects with a successful track record of executing projects for his clients within budget and on schedule. Tony has 23 years of experience managing or contributing to engineering design for remediation, environmental site characterization, remedial investigations, and feasibility study evaluations, serving a number of active, inactive, and/or abandoned landfills including the management of operations and regulatory compliance of a 250-acre CERCLA/Superfund facility under a closure consent decree between responsible parties and agency regulators. Tony is a Qualified Industrial Stormwater Practitioner and also serves as the safety officer overseeing more than 200,000 labor hours of incident-free performance.

Greg Sherman

Sr. Project Manager

Greg possesses more than 40 years of Architecture, Engineering and Construction (AEC) experience in the federal, public and private sectors. His civil experience includes landfills, levy/waterway repairs, ground improvement/soil stabilization and large-scale grading projects, and capital projects include state parks visitor centers, auto repair facilities, gasoline stations, car washes, convenience stores, and many oil and chemical production/support facilities/structures and environmental remediation projects. He also implements business development, project management and safety programs. In summary, Greg is experienced in all phases of civil, geotechnical, and building construction, environmental remediation, abatement, and demolition, including the employment of many types of shoring and earth retention systems, drilled foundations, ground improvement and stabilization methods.

Charlie Weber

Sr. Construction Manager

Charlie Weber possesses 23 years of environmental construction experience, responsible for overseeing and delivering many hundreds of projects, including complete remediation systems installations, ongoing O&M, demolition & decommissioning, electrical and general construction tasks. Charlie also has an extensive refinery, landfill, and military experience, overseeing the installation of water treatment systems, soil vapor probes, dual phase extraction, landfill gas, and sprinkler cover systems, barracks retrofits and has performed work at a multitude of gas station properties. Additionally, Charlie provides construction support to project managers and also for special assignments, including hands-on construction management, training, and technical advice.

John Roels

Sr. Estimator

John Roels has over 30 years’ experience in general and environmental construction. His expertise includes project estimating and management of multiple crews, ranging from small-scale to large-scale environmental and general construction activities. John has performed detailed planning, budget development, and execution of complex projects consisting of remediation (ex-situ and in-situ) and civil construction. While working with our clients, John provides Project Proposals, Rough Order of Magnitude (ROM) pricing, and project durations. John also has extensive experience with Treatment System Installation, Excavation, Demolition, UST Removal/Upgrades, and Hazardous Waste Characterization / Removal.

Trish Winegarner

Office Manager

Trish Winegarner has more than 25 years’ experience performing key management roles within complex office environments, with more than a decade specifically applied within the environmental construction industry. Trish plays a key role in the ongoing development of highly effective custom operational procedures for the continued improvement of business rules and procedures, data management, payroll, filing systems and many other critical functions to ensure paramount ability to support projects and meet not only the requirements of E&E business goals but also those of its clients. Her warm and approachable personality make her a favorite with staff and clients alike.
