As E&E’s founding owner, Devon Hass has more than 30 years of construction experience – with 25 of those years spent working specifically in the environmental remediation and construction industries. Devon possesses in-depth experience across many related fields, including working with the installation and repair of treatment systems, electrical installation, piping, boring, trenching, and concrete work. Devon has delivered an abundance of projects in a Project Management role, using his extensive application area knowledge to ensure risks are mitigated and the project goals and objectives are met. Devon is often retained by consulting companies to provide input and oversight on projects from a constructability perspective.
James Harding has been an owner of E&E since 2010. In addition to his duties as CFO, James continues to perform a key role in the company’s business development, where he maintains close relationships with each and every client at all levels. James has been extremely successful in formulating an acute understanding of each client’s custom needs, helping to ensure all projects are presented and ultimately delivered to the client’s satisfaction. James also assists in the ongoing development of E&E’s Health and Safety programs, constantly improving practices and methodologies working to ensure E&E’s ongoing safety record remains as one of the best in the entire industry. Working closely with Devon, James continues to proactively expand E&E’s suite of deliverables and geographical footprint.
Tony has managed over $25 million in construction, remediation, operation and maintenance projects with a successful track record of executing projects for his clients within budget and on schedule. Tony has 23 years’ experience managing or contributing to engineering design for remediation, environmental site characterization, remedial investigations, and feasibility study evaluations, serving a number of active, inactive, and/or abandoned landfills including the management of operations and regulatory compliance of a 250-acre CERCLA/Superfund facility under a closure consent decree between responsible parties and agency regulators. Tony is a Qualified Industrial Stormwater Practitioner and also serves as the safety officer overseeing more than 200,000 labor hours of incident-free performance.
Ken is an industrial engineer, and project management professional with 25 years of combined environmental consulting and construction management experience. Ken has performed detailed planning and execution of complex projects consisting of remediation (ex-situ and in-situ) and civil construction, characterization, permitting and regulatory compliance. Ken has substantial experience with the Department of Toxic Substance Control (DTSC), the South Coast Air Quality Management District (SCAQMD) and the Los Angeles Regional Water Quality Control Board (LARWQCB). Complimenting his background is extensive waste disposal, permitting, contract administration (commercial, federal, public works), and technical and project controls data management.
Charlie Weber possesses 23 years of environmental construction experience, responsible for overseeing and delivering many hundreds of projects, including complete remediation systems installations, ongoing O&M, demolition & decommissioning, electrical and general construction tasks. Charlie also has an extensive refinery, landfill, and military experience, overseeing the installation of water treatment systems, soil vapor probes, dual phase extraction, landfill gas, and sprinkler cover systems, barracks retrofits and has performed work at a multitude of gas station properties. Additionally, Charlie provides construction support to project managers and also for special assignments, including hands-on construction management, training, and technical advice.
Kayce Harding brings more than 30 years of experience in key office management roles across multiple industries, namely banking, hospitality, property management, insurance, and construction. Kayce has brought her considerable insight on business methodologies and best practices to E&E, and she has developed highly effective custom operational procedures for the continued improvement of requisitions, budget controls, data management, payroll, filing systems, and many other critical functions. This ensures the team’s paramount ability to support projects and meet not only the requirements of E&E’s business goals but also those of its clients. Kayce has also built strong relationships with clients and vendors, allowing her to understand the individual accounting needs of each and thus streamline AP and AR functions.
Engineering and Environmental Construction, Inc (E&E) is a privately held corporation established in 2006. E&E’s main construction offices are based in Huntington Beach, CA. We are licensed to conduct operations throughout California, Arizona, Nevada, and Washington.

E&E is recognized as an SBE with many entities, such as the DGS, and we are also pre-cleared by Homeland Security for access to ports and military installations. We maintain a Zero Incident Safety Record and a 0.70 Experience Modification Rate (EMR), among other H&S recognitions.
